FISME, Egrow Foundation Discuss Key Reforms Under MSMED Amendment Bill 2026
FISME and Egrow Foundation organised a webinar on August 28 to discuss the MSMED Amendment Bill, 2026, focusing on delayed payments, TReDS, MSME classification and dispute resolution.
FISME Secretary General Anil Bhardwaj highlighted the critical role of MSMEs in addressing India’s employment challenge, citing their contribution to jobs, production, exports and broader economic activity.
Delayed payments were identified as a major constraint on MSME growth, with outstanding receivables estimated at nearly Rs 10.7 lakh crore. The proposed Bill seeks to introduce flexible MSME classification thresholds, free digital registration linked to Udyam, mandatory TReDS settlement for public sector enterprises, and stronger mechanisms for the Micro and Small Enterprises Facilitation Councils to resolve disputes and enforce awards.
The amendments also propose legal recognition for Online Dispute Resolution, decriminalisation of specified offences with graded penalties, and recognition of MSME delayed-payment dues as enforceable debt under the Insolvency and Bankruptcy Code. By integrating TReDS more firmly into the legal framework, the Bill aims to improve MSME access to working capital, strengthen payment transparency and align MSME regulation with India’s evolving digital and financial ecosystem.
